CEAS UMM Launches Policy Brief on Indonesia–South Korea Maritime Paradiplomacy – Copy

The Center for East Asia Studies (CEAS), Department of International Relations, University of Muhammadiyah Malang (UMM), has released a new policy brief as part of its ongoing research project entitled “Exploring Potential Cooperation between Indonesia and South Korea in Developing Regional Maritime Paradiplomacy Network.” The policy brief is supported by the 2025 Korea Foundation Support for Policy-oriented Research Program.

The research project is conducted by a multidisciplinary team led by Dr. Tonny Dian Effendi as Principal Investigator. The research team includes Havids Ageng Prakoso, Shannaz Mutiara Deniar, and Hamdan Nafiatur Rosyida from CEAS UMM, alongside Dr. Baek Dojoo from Pukyong National University, South Korea, and Saiful Hakam from Indonesia’s National Research and Innovation Agency (BRIN).

This policy brief presents evidence-based analysis on the growing role of subnational governments in international maritime cooperation. Drawing on comparative and bibliometric research on maritime studies and paradiplomacy in Indonesia and South Korea, the brief highlights the untapped potential of maritime paradiplomacy—international cooperation led by local governments in maritime-related sectors.

The project aims to:

1. Identify and map maritime and local-regional potentials relevant to maritime paradiplomacy in both countries;
2. Examine opportunities and challenges in developing an Indonesia–South Korea maritime paradiplomacy network;
3. Propose concrete strategies and policy recommendations to strengthen subnational maritime cooperations;
4. Contribute to improved ocean governance through paradiplomacy-based collaboration; and
5. Advance academic and policy-oriented research on maritime paradiplomacy.

Through this policy brief, CEAS UMM seeks to provide practical insights for policymakers, local governments, and stakeholders in Indonesia and South Korea, while reinforcing the role of academic research in shaping innovative approaches to maritime cooperation in the Indo-Pacific region.

UMM 동아시아연구센터(CEAS), 인도네시아–한국 해양 패러디플로머시 정책보고서 발표

인도네시아 무함마디야 말랑 대학교(University of Muhammadiyah Malang) 국제관계학과 산하 “동아시아연구센터(Center for East Asia Studies, CEAS)” 는
「Exploring Potential Cooperation between Indonesia and South Korea in Developing Regional Maritime Paradiplomacy Network」라는 연구의 일환으로 정책보고서(Policy Brief)를 발표하였다. 본 연구는 2025년 한국국제교류재단(Korea Foundation) 정책지향 연구 지원 프로그램의 지원을 받아 수행되었다.

본 연구의 책임연구자는 토니 디안 에펜디(Tonny Dian Effendi) 박사이며, 공동연구진으로는 CEAS 소속의 하비즈 아겡 프라코소(Havids Ageng Prakoso), 샤나즈 무티아라 데니아르(Shannaz Mutiara Deniar), 함단 나피아투르 로시이다(Hamdan Nafiatur Rosyida) 연구원과 함께, 한국의 백두주(Baek Dojoo) 박사(부경대학교), 인도네시아 국가연구혁신청(BRIN) 소속 사이풀 하캄(Saiful Hakam) 연구원이 참여하고 있다.

이번 정책보고서는 해양 분야를 중심으로 한 지방정부 차원의 국제협력, 즉 *해양 패러디플로머시(해양 지방외교)*의 가능성을 분석한다. 인도네시아와 한국의 해양 연구 및 지방외교 관련 학술 성과를 비교·분석한 결과를 바탕으로, 지방정부가 해양 경제, 항만, 해양관광, 지속가능성 분야에서 수행할 수 있는 국제협력의 전략적 가치를 제시한다.

본 연구의 주요 목적은 다음과 같다.

1. 양국의 해양 및 지역 차원의 패러디플로머시 잠재력을 식별하고 체계적으로 분석하는 것;
2. 인도네시아–한국 해양 패러디플로머시 네트워크 구축의 기회와 도전을 규명하는 것;
3. 해양 분야 지방정부 협력을 강화하기 위한 전략 및 정책적 권고안을 제시하는 것;
4. 패러디플로머시 협력을 통해 해양 거버넌스(ocean governance)를 증진하는 것;
5. 해양 패러디플로머시 연구의 학문적·정책적 발전에 기여하는 것이다.

CEAS는 본 정책보고서를 통해 인도네시아와 한국의 정책결정자, 지방정부, 그리고 관련 이해관계자들에게 실질적인 정책적 시사점을 제공하고, 인도태평양 지역에서의 해양 협력 강화에 학술 연구가 기여할 수 있기를 기대하고 있다.
